"Determining device configuration" shown at OOBE for non-controlled machines

In M58, OOBE has a spinner that shows up for several seconds, after the update check:

"Determining device configuration..."

which seems to be checking for auto-enrollment.

Why does this take several seconds to check (in the case where there is no forced enrollment requirement)?

I haven't seen this in quite a few builds, please reopen if seen again.
