[Sync] Stale/old versions of Chrome shouldn't emit user evnets

We need some way to control/dynamically disable user events that are no longer relevant and no longer providing value.

Status: Fixed (was: Assigned)
Currently provided by featre specific features as well as global kSyncUserEvents feature. This provided enough functionality to disable all old Windows clients during issue 771598. Closing, at least until we run into a scenario the current approach doesn't work with.
