Flash Player doesn't load in Incognito mode

Issue description

Chrome Version       : 58.0.3029.96 (64-bit)
URLs (if applicable) : http://ecodazoo.com/
Other browsers tested: OK
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox: 53.0 (32-bit)
         IE: 11.0.9600.18638

What steps will reproduce the problem?
(1) Launch Chrome with Incognito mode
(2) Make sure Settings > Privacy > Content Settings > Flash > "Ask first before allowing sites to run Flash (recommended)" is selected
(3) Clear the score of http://ecodazoo.com/ in chrome://site-engagement
(4) Re-launch Chrome with Incognito mode
(5) Open http://ecodazoo.com/
(6) We see warning dialog saying, "You need a plug in the Flash Player to view this web site."
(7) Click the "Flash Player" link in the dialog.
(8) Chrome dialog says "http://ecodazoo.com wants to Run Flash / Allow / Block".
(9) Click "Allow"

What is the expected result?
Flash content is played back.

What happens instead?
Nothing changed. No Flash content is played back.


I confirmed this issue can be reproduced on Windows, Mac and Chrome OS. (not checked other OS yet)
However, not 100% reproducible. On some machines, this issue is reproducible in 100%, and on others this issue is not reproducible at all. It seems some environmental factors might affect the behavior, but can't be figured out yet.

I'm having trouble reproducing an issue (i.e. the site plays consistently for me after allowing in incognito mode in Chrome 58).

Here were my steps:
1.) Check chrome://site-engagement to ensure that there is either no entry for http://ecodazoo.com or that it has an SEI score of 0.
2.) Ensure that Chrome is configured to "Ask first..." in Settings > Privacy > Content Settings > Flash
3.) Open an incognito tab (Ctrl + Shift + N) and navigate to http://ecodazoo.com/
4.) Click on the "Flash Player' link on that page, which will trigger the allow site settings UI for Flash.
5.) Click on "Allow."

What I see:
1.) Page refreshes
2.) A Flash animation plays.

Hi Anthony,

Yes, that is weirdness of this issue.
Some engineers including me are consistently able to reproduce on their machines, but some others are consistently *unable* to reproduce. Please try more machines.

I tried and couldn't repro this.

Checked on OSX 10.12.14 with chrome 58.0.3029.96 (64-bit) and followed the steps mentioned above.

Tested in chrome # 58.0.3029.96 and Canary #60.0.3091.0 on win 10.0 and Mac 10.12.3 and not able to reproduce the issue.Please find the screen cast for your reference.

@Reporter: Could you please let me know if i have missed anything and if possible,Please create new profile without extensions and apps.Re-check once and let us know the observations of the issue which would help us to triage the issue further.

I created a brand-new google account, and tried again. Nothing changed. I'm using Win 7. (captured movie attached)

@smoriwak : it doesn't look like the page is reloading. 

I uninstalled chrome, reinstalled stable channel from chrome.google.com (on my win10 system that is NOT controlled by corporate policy), and not signing into chrome, I could not repro your issue after launching an incognito window.

the incognito allow should be maintained for that session at least.

The behavior on my M58 suddenly changed and now I can not reproduce this issue on M58. (stable)
But I am still able to reproduce M60 (Canary). One thing I noticed is that this issue goes away if I explicitly set the score of site-engagement as high enough.
Dumb question.  If you manually refresh the page, does the Flash content play?

on Canary, if I click the flashplayer link, I get prompted to allow/block (even in incognito) and flashplayer loads.

did you ever see the prompt when you click on the flash player link?
