experimental flag to enable scrolling with stylus on desktop?

Issue description

Today we have two different modes for stylus input:
 1. Android: Direct manipulation / touch-like - stylus drag scrolls
 2. Everywhere else: Indirect manipulation: mouse-like - stylus drag selects text

We've debated which behave is better for ChromeOS (was there any public discussion of this I can link to?  From a quick search I find just internal threads / bugs).

Microsoft is exploring whether it could make sense for a pen to scroll by default in Edge, which means we might want to consider doing that on (at least) Windows as well.

How much work would it be to add a flag which switches Chrome on Windows (ideally also ChromeOS) to use the Android model where the pen scrolls?

 
Oh actually ChromeOS does use the "direct manipulation" model (some discussion here: https://codereview.chromium.org/2507503002/#msg12).  So it's really just Windows that's the odd platform out here.  Therefore we should totally consider changing Windows to match ChromeOS.

I agree we need to try this.

And we can even combine this work with the implementation of InputDeviceCapabilities.pointerMovementScrolls.
