GPO not applying for homepage

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36

Steps to reproduce the problem:
1. set local gpo homepage
2. 
3. 

What is the expected behavior?
homepage is set

What went wrong?
homepage is not set and does not show in chrome policies.

Did this work before? N/A 

Chrome version: 58.0.3029.96  Channel: stable
OS Version: 10.0

Tested this issue on skytap Env "Windows GPO Testing - Stable - K" on Win 7 Client with version #58.0.3029.96


1. In Server, Enabled HomePageLocation policy as "www.youtube.com" and disabled policy "HomepageIsNewTabPage"
2. In the client machine, executed "gpupdate /force" in console and launched chrome.
3. In Chrome://policy, observed two policies are reflected.
4. In the chrome, on clicking home button, it redirecting to www.youtube.com

It works in my domain gpo pushed from a server.
I am trying to use this on non domain joined computers.

Status: WontFix (was: Unconfirmed)
HomePageLocation policy will not work unless the machine is domain joined.

This is specified in the documentation ("This policy is not available on Windows instances that are not joined to an Active Directory domain.")
