Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36 Steps to reproduce the problem: 1. set local gpo homepage 2. 3. It works in my domain gpo pushed from a server. I am trying to use this on non domain joined computers.

HomePageLocation policy will not work unless the machine is domain joined.
This is specified in the documentation ("This policy is not available on Windows instances that are not joined to an Active Directory domain.")
