mushrome: Chinese pinyin input method doesn't work

Issue description

chrome --mus with official input method package copied from device into /usr/share/chromeos-assets. From settings, add Chinese language and Pinyin input method.

Change the input method to Pinyin and start typing. No characters are output.

Add nacl_loader_manifest to catalog_mus.

This is to make NaCl input method extensions (e.g. Chinese Pinyin input method)
work in --mus.
