Issue descriptionSyncSetupWebUITestAsync.RestoreSyncDataTypes and ContentSettingsExceptionAreaWebUITest.testOpenContentSettingsExceptionArea are extremely flaky on https://build.chromium.org/p/chromium.mac/builders/Mac10.9%20Tests%20(dbg). See https://test-results.appspot.com/dashboards/flakiness_dashboard.html#tests=SyncSetupWebUITestAsync.RestoreSyncDataTypes%2CContentSettingsExceptionAreaWebUITest.testOpenContentSettingsExceptionArea They've been slightly flaky for a while, but both became significantly more flaky around r469414 to r469432 (might possibly be related to https://codereview.chromium.org/2861933002, though it's somewhat tenuous). See example stacktrace at https://luci-logdog.appspot.com/v/?s=chromium%2Fbb%2Fchromium.mac%2FMac10.9_Tests__dbg_%2F40235%2F%2B%2Frecipes%2Fsteps%2Fbrowser_tests%2F0%2Flogs%2FSyncSetupWebUITestAsync.RestoreSyncDataTypes%2F0 Unfortunately, it seems to fail whilst spinning a RunLoop, which isn't particularly informative.

These tests are referring to the old Options code (not the new MD Settings), and therefore it is unlikely that https://codereview.chromium.org/2861933002 has anything to do with it.
