Unable to access a crashing bug #718583 to update status

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36

Steps to reproduce the problem:
1. Attempt to load this url https://bugs.chromium.org/p/chromium/issues/detail?id=718583

What is the expected behavior?
Able to see and access 718583 bug for update

What went wrong?
Received the following message:

"You do not have permission to view the requested page. 

Reason: User is not allowed to view this issue"

Crashed report ID: include in bug

How much crashed? Whole browser

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Chrome version: 58.0.3029.96  Channel: stable
OS Version: OS X 10.12.4
