The themed parts of Chrome's UI are not necessarily connected or grouped in the same view. They also tend to use variations on that color. Right now there are a variety of ways to access the theme color (ToolbarDataProvider, Tab, LayoutManager).

There should be a single theme provider that Tab is responsible for maintaining. This object should contain the possible themed colors as well as providing easy access to the defaults.
