Title bar is black on Windows 7 when using window.open without location

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36

Steps to reproduce the problem:
1. Open the attached html file on Windows 7 with classic theme
2. Press the button
3. Look at the title bar

What is the expected behavior?
Titlebar shouldn't be black and the title should be readable.

What went wrong?
Title bar is black and no title is visible. Take a look at the attached screenshot.

Did this work before? Yes 57 (however, not quite sure, maybe 56)

Chrome version: 58.0.3029.96  Channel: stable

it says the bug was fixed but maybe the fix isn't in the more stable builds yet
