Scrolling not working in many Play Store Apps (Including Google Apps)

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9334.58.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.89 Safari/537.36
Platform: 9334.58.0 (Official Build) beta-channel cave

Steps to reproduce the problem:
1. Install App (e.g. Gmail or Firefox)
2. Select an email or webpage longer than 1 page
3. Try to Scroll to the second page

What is the expected behavior?
Page should scroll

What went wrong?
Page won't scroll

Did this work before? Yes Not Sure

Chrome version: 58.0.3029.89  Channel: beta
OS Version: 9334.58.0
Flash Version: Shockwave Flash 25.0 r0

In Gmail, page won't scroll at all. In Firefox, page will scroll if you "click and hold" while sliding on the trackpad

oh it's cave, running android M in M-58.

The issue should actually be fixed in M59. We updated Android M to always use scroll compatibility mode for a cleaner transition to Android N. 
This is still happening for me with Gmail.  The annoying thing is that two-finger scrolling works just fine to scroll through the list of messages on the left hand side.  But it won't do anything to scroll the displayed message on the right.

I can't find any other keystroke/mousepad combination that will scroll the message on the right either.

Gmail has this issue on my C302 Chromebook, scrolling works partially: the list of emails scrolls fine using the touchpad (two fingers). Scrolling in the actual email (right pane) does not work.
