Repost - Mouse pointer issue in chrome extension while accessing it from additional monitor screen

Issue description

Steps to reproduce the problem:
1. Open any chrome extension in additional monitor(not mac),say additional monitor attached to a windows laptop
2. Place the mouse pointer over any clickable element
3. Try clicking it,click event will not be triggered,happens only in additional monitor

Expected result:
When I click on a button or any other element inside the chrome extension,click event should be triggered.

Actual result:
Click event is not triggering on the intended element

zoho vault - https://chrome.google.com/webstore/detail/zoho-vault/igkpcodhieompeloncfnbekccinhapdb,this is not specific to this extension.Any extension opened from additional monitor will face this issue.

Unable to reproduce the issue on Windows 10 laptop attached Windows secondary monitor using chrome stable-58.0.3029.110 & Canary-60.0.3102.0 as per the steps & provided screen cast.

1. Able to click on any clickable element (button / Link) in the extension list on second monitor.(as per steps)
2. Not observed any mouse pointer issue on second monitor extensions. ( as per screen cast)

Please find the attached screencast for reference & let us know if we miss any steps to reproduce the issue.

Could you check the issue on chrome latest stable#59.0.3071.86 / Canary #61.0.3127.0 version & let us know your observations on the same.

As there is no action on this issue for long time closing this issue. Request you to update your Chrome to latest #66.0.3359.181 and verify. Feel free to file a new issue if the issue is still reproduced at your end.
