Steps to reproduce the problem:
Download Explain Everything application. First start is very long because about 200 MB must be downloaded (app + app runtime). This is very bad user experience especially in schools where many users are installing EE simultaneously and network quality is bad.

What is the expected behavior?
"App runtime" should be integrated in Chrome OS in order to share it among accounts.

What went wrong?
Each time student logs in different device "App runtime for chrome" must be downloaded. It takes really long and decrease user experience.
