wrong certificate chain evaluation

Issue description

Chrome Version       : 58.0.3029.83
OS Version: 4.1.2
URLs (if applicable) : 4cdn.hu

Site provides wrong certificate chain "incorrect order, contains archor"

"Most SSL clients will deal with this problem silently, but there is a small number of platforms that will give up."

Chrome on Kyocera Hydro Elite falls into giving up, shows privacy error page.

I wrote the site maintainer also, they fixed the incorrect order error. Now it's loaded in Chrome without any error.

However, I assume there are other sites with a similar error, so the chain evaluation would fail for those ones. I'm not sure if it should be fixed in Chrome, or should be left to the site maintainers.
