Regression: Blue focus ring for avatar icons is seen only after using enter for twice

Chrome Version: 60.0.3090.0 dev
OS: Windows,Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and create fresh profile >> Go to settings and click on avatar icon of people section
(2)Now hit tab until you reach avatar icons >> Hit enter and observe for blue focus ring
(3)Now again hit enter and observe for blue focus ring

Expected: On using enter once only focus ring should be seen.
Actual: Instead focus ring is seen only on hitting enter twice.

This is a regression issue broken in M59.

Able to reproduce this issue on Mac OS 10.12.4 using chrome latest Dev #60.0.3090.0.

You are probably looking for a change made after 463860 (known good), but no later than 463861 (first known bad).
