background tabs MUST be made opaque

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36

Steps to reproduce the problem:
I've been working as a customer tech support at a computer store for the past 4 years, so I've seen a LOT of computers. I've noticed that a lot of people have chosen a Window color that completely ruins the text legibility of background tabs in Chrome. It's not a specific version of Windows that is a problem, I see it from Windows 7 to Windows 10. Please, make background tabs completely opaque, they shouldn't be translucent. Making them translucent was a mistake. This is a significant issue and it really needs to be addressed. Making background tabs opaque will greatly improve the experience.

in Windows 10 'Creators Update', the setting that causes this problem for Chrome is Settings > Personalization > Colors > "Show color on title bar"

the darker the color people choose, the worse the problem is
Sorry for yet another post here but a friend of mine just told me something that I thought is worth mentioning here: apparently Firefox was considering making the background tabs translucent when they were planning their 'Australis' GUI but they scrapped it for this very reason, doing so would harm the text legibility for millions of people. Also, Edge has opaque background tabs too and I'm sure that's on purpose

Or at least give users the option to disable translucency. Microsoft lets users turn off transparency in Windows 10... Also, Firefox is updating their GUI right now (called Photon) and they again ruled out transparency because of its effect on text legibility and word recognition but also favicon recognition

Here is a screenshot of a customers laptop today... This should not be possible. Please, just make the background tabs opaque. (in case there's any confusion, I'm not asking the background tabs to look the same as the active tab, they should still be darker, but they should be 100% opaque)

There's no way this passed UI review for Windows 7. You can see through background tabs right to the desktop wallpaper. This really should be brought to someones attention
