[Component Request] Rename Manifest -> Blink>AppManifest

Component 'Manifest' exists, but is poorly named and missing a description.

It should be renamed:
 Blink>AppManifest

Done.  Taking a guess, I set scheib@ and mgiuca@ as the owners.

One thing that would be helpful for future requests, please use the component request issue template, which captures all the key fields (e.g. owners).  Thanks in advance.
