Window titles in overview should include app name |

Issue descriptionChrome Version: 60.0.3086.0 Kevin device I just noticed that for some apps (Files for example) the name in overview depends on where you are in the app. If I open Files app and am looking at my "Images" folder that string will be used as the window title in overview. See attached screenshot for more context. I suggest we build the window titles strings like this: [App name] - [current view / page / etc] If we can't grab the second half of the string we use [App name] only. If there are too many windows in overview to fit the second half of the string we cut it to [App name] only. Thoughts?

Over to weifangsun@ for Files app. Are there other crOS apps with this problem? Looks like Chrome is behaving well, as are all the 1P Chrome Apps I tried just now.

I was imagining that we would set a recommendation for how apps should do this even if we can't enforce it with third party apps. Our first party apps should ideally stick to that recommendation. The intention of this bug was to (hopefully) agree that we should set a recommendation and what that recommendation should be. When we have that we can make sure that our apps follow the recommendation. I haven't done an audit of all first party apps but two examples are Files and Gallery which do not have the app name in the overview window title.
