DCHECK error when launching Chromium on Windows (after git pull)

OS: Win10

What steps will reproduce the problem?
(1) Git pull or similar;
(2) Build Chromium locally; 
(3) Launch Chromium.

What is the expected result?
Chromium launches successfully.

What happens instead?
A DCHECK fails. A screenshot is attched.

Good habit is to paste the stack in the bug (and summarize location in title) for ease of dedupping reports.

PS: FYI, hitting ctrl-C with an active Windows error dialog puts its text in the clipboard :)
