Once gerrit supports the WIP state on both the backend and frontend, have git-cl start uploading CLs in that state by default (i.e. unless the user passes --send-mail).

Might be good to do this as an experiment -- only turn it on for repos that configure it, or a hardcoded set of infra/v8 repos.
