Enabled UI elements look disabled due to gray text

Issue description

Chrome Version: 58.0.3029.81 (Official Build) (64-bit)
OS: Ubuntu 14.04 (KDE 4.13.3)

What steps will reproduce the problem?
(1) Ensure that the desktop is configured to show active buttons with black text (should be the default)
(2) Open chrome://settings/
(3) Look at any of the enabled buttons, e.g. "Add person..."

What is the expected result?
The button is colored to indicate that it is enabled, similar to enabled buttons in other apps. Exact colors of enabled buttons vary in other apps, but all have black text on a gray background.

What happens instead?
The button looks grayed out, similar to disabled buttons in native apps. The text is gray (#444) on a gray background.

I don't think this is the case anymore with the MD Refresh. Enabled/disabled buttons are much easier to distinguish, at least in WebUI.
