storage.managed is empty when chromebit started offline

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 Steps to reproduce the problem: 1. Enterprise enroll chromebit. 2. In device management add a chromeos app that uses a policy to auto install for a OU. 3. Sign in with that user in that OU. 4. storage.managed.get will return data from app's policy file 4. Disconnect chromebit's internet connection 5. restart chromebit 6. storage.managed.get returns empty So far only seen this issue on chromebits. Chromeboxes work as normal. What is the expected behavior? Once the chromebit has successfully pulled down it's policy it should get it even if the device has no network connection. What went wrong? When it's offline and restarted, it has no policy data. Did this work before? N/A Does this work in other browsers? Yes Chrome version: 57.0.2987.133 Channel: stable OS Version: 57 Flash Version: Works on chromeboxes and other chromeos devices I own.
