No elision symbol in omnibox answer suggestion when dictionary definition is too long

Issue description

Chrome Version: 60.0.3008.0
OS: Android

What steps will reproduce the problem?
(1) In the omnibox, enter "definition of socialism" or other definition query that might generate a long answer
(2)

What is the expected result?
If you get a definition answer (it's reasonable if you do not), and if the answer is too long to fit in 3 lines, it should end with an elision symbol (...).

What happens instead?
The definition simply gets truncated. (It's possible that, when 718432 is fixed, it could uncover the ellipsis, but it does not appear likely. Nevertheless, one should fix that one first.)

The whole definition was getting truncated, not just the ellipsis. This was fixed with issue 2866643002.

Not a duplicate. Still happens, but only sometimes. If an entire word gets chopped off, there is no ellipsis. It is also worth noting that the exact same definition answer gets the last word truncated and elided when the suggestion is first in the list, but entirely removed when the answer is second or later. Nothing else is changing: Not which word lands at the beginning of the line, not the 'go to' arrow icon, etc.
