In landscape mode, the youtube video is not displayed in full screen.

Issue description

App Version:  59.0.3071.30
iOS Version:  10.2.1
Device: iPad only
URL:  https://m.youtube.com/

Steps to reproduce:
1. Fresh Install chrome and launch chrome application.
2. Load the web url “https://m.youtube.com/” in portrait orientation. 
3. Tap on any video link and set the video to fullscreen mode.
4. Change the orientation of the video to landscape.
5. Notice that the video is not auto scaling all over the available area in landscape.

Observed results:

Expected results:  
In landscape, youtube video should display in fullscreen.

Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: No
Bug reproducible on Safari/Firefox: Firefox: No, Safari: No
Bug reproducible on current stable build (App Version, iOS Version):  No on M58
Bug reproducible on the current beta channel build (App Version, iOS Version):  Yes on M59

Ramesh, could you please bisect good and bad versions and update this CL with corresponding git revisions.

Verified on multiple builds on 58 and 59. Able to reproduce the issue in 58 stable build as well. Hence removing the type as regression

Tested on 65.0.3325.36 Beta on iPad Air(iOS 11.3 beta)

yes, it is reproducible with safari user agent as well.
