Regression: 'Add' button of Add a new page overlay is not seen properly in disable form

Issue description

Chrome Version: 60.0.3089.0 (Official Build)fc0be9a110adbda95a0367cdecafd46713fbcccb-refs/heads/master@{#469220}-32/64 bit
OS: Windows (7,8,10)

Steps:
1. Freshly launch Chrome and navigate to chrome://settings
2. Click on 'Open a specific page or set of pages' under On startup and click on 'Add a new page'
3. Observe.

Actual: 'Add' button is not seen properly in disable form i.e it vanishes 

Expected: 'Add' button should be seen properly in disable form i.e it should not vanish

This is a regression issue, broken in M-60 series, will soon update bisect info.

Good build: 60.0.3088.0
Bad build: 60.0.3089.0

Note: 
1. Perform step2>Click on 'Open the New Tab page' and then on 'Open a specific page or set of pages' repeatedly 3-4 times to see the issue.
2. This is Windows OS specific issue not seen on Mac and Linux OS

My change was to a JavaScript dialog response.

To me https://codereview.chromium.org/2861593004 is more suspicious, ccing chrishtr.

Of course, per revision bisect would make this easier :)

I was not able to reproduce this in 60.0.3091.0 on windows.

sansari@etouch.net, can you see if this is still reproducable? If it is, can you re-bisect? Does it reproduce if you resize to a different size?

Unable to reproduce the issue on windows 7 using chrome reported version-60.0.3089.0 & on latest Canary-60.0.3091.0 as per below steps:
1. Freshly launched Chrome and navigated to chrome://settings
2. Click on 'Open a specific page or set of pages' under On startup section
3. Click on 'Add a new page' radio button
4. Observed 'Add' button 

Repeated 2,3 & 4 steps multiple times & 'Add' button seen properly in disable form & it didn't get vanished.

With response to comment # 9 and 10, unable to reproduce above issue on latest canary version 60.0.3091.0/60.0.3093.0 on Windows.
Status: WontFix (was: Assigned)
As per Comment# 10 & 11, marking the issue as Won't Fix. Will re-open or raise a new bug if the issue is again observed.
