What steps will reproduce the problem?
(1)In sign-out screen click on three dot Menu to 'Add supervised User'
(2)Click on 'Create Supervised User' -> Now  enter password in'Choose the manager for this supervised user' Overlay -> Navigates to 'Create Supervised User' overlay
(3)Now click on 'Take a photo' to capture -> Observe 'Flip camera image horizontally' icon for captured photo(Please refer Video and screenshot)

Expected: 'Flip camera image horizontally' icon should not be seen for captured photo 
Actual: Instead Unnecessary 'Flip camera image horizontally' icon is seen

This is Regression issue as same is working fine in 59.0.3071.33/9460.20.0 dev-channel Candy device

Note: 
1. In M-57 to 59.0.3071.33/9460.20.0 builds 'Flip camera image horizontally' icon is seen for captured photo for the first time ->  click on icon ->observe now icon is not seen (Please refer 'Expected_Preview' video)
2. If 'Flip camera image horizontally' icon for captured photo  is intended change then after clicking on icon observe view is not changed(observe 'photo from internal camera' in 'Create Supervised User' overlay )
3. In chrome://md-settings/changePicture page -> click on 'Take a photo' to capture -> Observe 'Flip camera image horizontally' icon is not seen for captured photo(Please refer 'NoIconInMd-settingsPage' photo and video)
