Regression:Blue focus is seen unequal in Settings overlay of Devtools.

Chrome Version:60.0.3086.0/9520.0.0 dev-channel Daisy,Candy,Minnie
OS:Chrome

What steps will reproduce the problem?
(1)Sign in to user ->open NTP and Press (Ctrl+Shift+I) to open Devtools
(2)Now click on Customize and control DevTools ->Settings
(3)In Settings Overlay page ->go to Devices->Click on Add custom device and observe the blue focus for Device name.

Expected:Blue Focus should be equal at all edges.
Actual:Instead,blue focus is seen unequal.

This is Regression Issue as same is working fine in 57.0.2987.146/9202.64.2 stable-channel candy

Note:
1.Issue is not seen in Linux and Windows OS,checked with latest version #60.0.3087.0 dev
2.It is also working fine in(M-58) 58.0.3029.89/9334.58.0 beta-channel candy
3.Able to reproduce issue on 59.0.3071.33/9460.20.0 dev channel Daisy.
