Regression: Unable to scroll PDF page using Up/Down arrow keys.

Issue description

Chrome Version: 60.0.3088.3 49d525d4dafb21903d1cd21025174928a3fdde75-refs/branch-heads/3088@{#4} (32/64-bit)
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, navigate to above URL and click on page number input box.
2) Now click anywhere on the page, press Up/Down arrow keys and observe.

Unable to scroll the page using Up/Down arrow keys.

Should be able to scroll the page using Up/Down arrow keys.

This is a Regression issue broken in M-60, will soon update other info

The <input> field is stealing the Up/Down strokes so this looks like a duplicate of  Issue 713051 .
