Can not activated WebView?

I can not activate the app? What is the problem?

Status: WontFix (was: Unconfirmed)
On Android N the WebView functionality is provided by Chrome, and Android System WebView package is normally disabled. Without knowing the details I'm guessing that what you see is the expected behavior.

If you want to get the new WebView, please update Chrome.
