Options UI icon resized without anti-aliasing when zooming

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 Steps to reproduce the problem: 1. Install any extension that uses the new embedded options UI (like the one given above). 2. Open the extension's option. 3. Zoom in (Ctrl-+) a couple times. 4. Restore default zoom level (Ctrl-0). What is the expected behavior? The extension's icon in the header of the options UI should be resized smoothly, applying anti-aliasing, like on any regular website. What went wrong? After zooming in or out, it takes a second until anti-aliasing is applied to the resized icon. When restoring the default zoom level by pressing Ctrl-0, the icon even remains distorted. Able to reproduce the issue on Linux Ubuntu-14.04 using chrome stable version 58.0.3029.110 with the steps mentioned in comment#0.This is Non-regression issue, observed from older versions of chrome M48 #48.0.2530.0.Hence marking it as Untriaged to get more inputs from dev team. Thanks..
