Regression: All fields on 'Credit card' overlay are not visible after zoom in to 500%

Issue description

Version: 60.0.3088.3 Revision 49d525d4dafb21903d1cd21025174928a3fdde75-refs/branch-heads/3088@{#4}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch Chrome, navigate to chrome://settings/autofill
2. Click on 'Add' button of 'Credit cards' (overlay appears) then zoom in to 500%
3. Observe fields on overlay

Actual: All fields of 'Credit card' overlay is not visible.

Expected: All fields of 'Credit card' should be visible. 

This is Regression issue broken in M60 will soon update the bisect info:
Good Build: 60.0.3087.0
Bad Build: 60.0.3088.0

Using the per-revision bisect providing the bisect results,
Good Build: 60.0.3087.0 (Revision: 468507 )
Bad Build: 60.0.3088.0 (Revision: 468845)

You are probably looking for a change made after 468721 (known good), but no later than 468722 (first known bad).

The new behavior is an intentional improvement: 
In the new behavior, every element of the dialog is accessible via scrolling the body. In the old behavior, the x button on the top and the dialog buttons on the bottom are *completely* gone.
