Chrome 58 latest version opens on Windows 7 but NOT on Windows 8

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64; rv:53.0) Gecko/20100101 Firefox/53.0

Steps to reproduce the problem:
1. Open Chrome on Windows 8.1
2. will not open

What is the expected behavior?
open

What went wrong?
does not open

Did this work before? Yes 1 before last 

Chrome version: 58  Channel: n/a
OS Version: 8.1
Flash Version: 0

Unable to reproduce the issue on Windows 8.1 with chrome stable version 58.0.3029.110. Installed and was able to launch chrome.

@blpsale: Request you to please try a fresh installation and update us with your observations.

I have done that multiple times.
I have to use Firefox now.
For the 1st time in all the years that I used Chrome browser, I now have
use another browser.
Very sad!

Thanks for the update, Do you have any antivirus installed on your win 8.1 system. If yes, can you please let us know.? Also can you please try installing a Canary build and check if it launches

Hi
we have used both the Chrome/Chrome Canary browsers in parallel with
the Enterprise
grade McAfee since 2008 and never had a problem until now...
Mergedinto: 713875
Status: Duplicate (was: Unconfirmed)
This issue looks similar to Bug ID - 713875, so merging the issue into same.
Please undupe it, if not similar.
