"..." is not seen in text field of file overlay after selecting 'Open file' option in Dev tools.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window and press Ctrl+P to open file overlay.
(2) Type "?", then select 'Open file' option and observe in text field.
 
Actual: "..." is not seen in text field after selecting 'Open file' option.

Expected: "..." should seen in text field after selecting 'Open file' option.

This is a non-regression issue, seen from M-59(59.0.3071.0)
