Regression : Unnecessary 'person name' is seen highlighted in chrome://md-settings/manageProfile.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/manageProfile
2. Now highlight 'Person name' and press 'Tab' key to move focus ahead and then hit 'Enter' key,observe 'Person name'

Actual: Unnecessary 'person name' is seen highlighted after hitting 'Enter' key 
Expected: Unnecessary 'person name' should not be seen highlighted after hitting 'Enter' key

This is regression issue, broken in ‘M 60’ and will soon update other info :
Good build:59.0.3071.36
Bad build: 60.0.3072.0

yosin@ Could you please look into the issue, pardon me if it has nothing to do with your changes and if possible please assign it to concern owner.

Unable to assign to the owner got from the above CL as he doesn't have the chromium Id,hence assigning to one of the reviewers.
