Regression : Unwanted white patches are observed around 'compose email' window on Gmail.com

Issue description

Chrome Version : 60.0.3089.0 (Official Build) fc0be9a110adbda95a0367cdecafd46713fbcccb-refs/heads/master@{#469220} 32/64 bit
OS : Windows (7,8,10)

Precondition : Please sign into gmail account using valid credentials.

What steps will reproduce the problem?
1. Launch chrome, on Gmail page, click on 'Compose' button (compose window appears).
2. Click on 'Send' button at the bottom without entering any text (error message appears) and observe the white patches around the compose window.

Actual : Unwanted white patch are observed around compose window on Gmail.com

Expected : White patch should not appear around compose window.

This is a regression issue broken in ‘M-60’, below is the Manual Regression range and will soon update other info.
Good build : 60.0.3088.3
Bad build : 60.0.3089.0

Note : Will soon update other OS info.

Note :

To reproduce issue consistently, after step 2, drag the 'error message' dialog around the window and observe (please review an attached screen cast for the reference).

Issue is also seen in Mac (10.11.6, 10.12.1) & Linux (14.04 LTS) OS on latest canary #60.0.3089.0 build.

Unable to repro the issue on Windows 10 with chrome #60.0.3089.0 and also in latest canary #60.0.3091.0

Update : 

Rechecked above issue in latest Canary #60.0.3093.0 build on Windows & Mac(10.11.6, 10.12.1) OS and issue is not reproducible. It is working as intended and no white patches are observed on gmail.com.
