Regression: Grey focus highlight is not seen for Actions menu even after selecting 'More from this site' option

Chrome Version: 60.0.3089.0 (Official Build)fc0be9a110adbda95a0367cdecafd46713fbcccb-refs/heads/master@{#469220}-32/64 bit
OS: Windows (7,8,10)

Steps:
1. Launch Chrome and navigate to chrome://history
2. Click on Actions iron icon of entries and select 'More from this site' option and observe

Actual: Grey focus is not seen for Actions iron icon even when focus is present after selecting 'More from this site' option

Expected: Grey focus should be seen for Actions iron icon when focus is present after selecting 'More from this site' option

This is a regression issue, broken in M-60 series, will soon update other OS info.

Note:Able reproduce the issue on Mac-10.12.4 and Linux Ubuntu-14.04.
