[Site settings] Trash icon is misaligned on chrome://settings/content/cookies

Chrome Version:60.0.3088.3 (Official Build)  49d525d4dafb21903d1cd21025174928a3fdde75-refs/branch-heads/3088@{#4}
OS: Win(7,8,10),Mac (10.12.3,10.11.6),Linux

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings/content/cookies
2. Observe trash icon under All cookies and site data

Actual:  Trash icon is misaligned.
Expected: Trash icon should be in proper location.

This is regression issue, broken in ‘M 60’ and below is Manual bisect info:
Good build:60.0.3087.0
Bad build:60.0.3088.0

I believe this issue requires that the "site settings" chrome flag is enabled.

dschuyler@ - I don't totally understand what you mean. Are you saying this is not a bug? Currently this is marked as a P1 release blocker. If that's correct, it should have an owner (not necessarily you, but it can't be marked as Available).

@ #3, Thanks for asking. There is a run-time chrome flag to enable the feature that shows these UI elements. That feature is not shipped/not shipping anytime soon. I believe the error I made was not changing the priority. I'm changing the priority to pri-3 because this is being re-imagined by benwells@'s team in SYD (for some future, unspecified milestone).
