Pages loading in spanish

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.29 Safari/537.36

Example URL:
open.spotify.com

Steps to reproduce the problem:
1. Load a page that relies on getting the default system language 
2. Facepalm
3. Tweet https://twitter.com/pretzelcharles/status/859202720980320256
4. Open the same site in Edge and move on with life

What is the expected behavior?

What went wrong?

Could you please confirm is this issue seen only seen on spotify.com or any other webpages? Since we don't have an access to spotify webpages, please provide an alternate site for testing. 

General troubleshoot:

I managed to reproduce this by:

Going to chrome://settings -> Show advanced settings

Under Languages click "Language and Input settings"

When I add Spanish and move it to the top, play.spotify.com loads in Spanish. Removing it makes it load in English again. Does that fix the issue?

charles.pickering19@ : can you try to go to chrome://settings/languages, clicking the down arrow to expand and checking to see whether Spanish is your top language? If it is, click the three dots menu next to Spanish to either remove it from your language settings or move it down.

bokan@: that would be working as intended. If Spanish is the top language, it gets interpreted as the top accept-language which is then sent in the HTTP Accept-Language header.
While removing spanish from the list of languages fixes the issue, it was never the first option

Yes, but I am wondering how it got that way in the first place. I'll be monitoring to see if this comes back.
