Rendering weirdness on Bluetooth Core specification PDF

Issue description

Chrome Version: 60.0.3080.5 (Official Build) dev (64-bit) (cohort: Dev)
OS: Windows

What steps will reproduce the problem?
(1) Open the Bluetooth Core specification from https://www.bluetooth.com/specifications/adopted-specifications.

What is the expected result?
The PDF should look the same as when Edge renders it.

What happens instead?
I see a bunch of gray instead. If I page down and page back up, then it redraws correctly.

This seems like a performance issue? The PDF is really slow when you scroll as well (and if you scroll all the way to the bottom and back to the top, you see weird pages until you pg dn/up to force a redraw).
