"Provide additional details" link from chrome://crashes is a 404

What steps will reproduce the problem?
(1) Navigate to chrome://crashes
(2) Click "Provide additional details"

What is the expected result?

Looks like a crbug.com/new template is supposed to open.

What happens instead?

404 error page (maybe this is a server-side bug?)

looks like someone fixed the issue but did not find this bug report.

someone might have updated the server side so that the old URL still works, but we should still fix our local code to use the new crbug.com and/or bugs.chromium.org URLs.
