DevTools: command menu entry to create new snippet

Issue description

Currently, creating a new snippet requires switching to the Sources panel, clicking the chevron, selecting 'Snippets', and pressing the '+ New Snippet' button.

It would be more convenient to have a shortcut or a command menu entry.
