Generated stale files in third_party/android_tools causes problems

.knowPackages & package.xml in various folders in third_party/android_tools/sdk are generated by ./sdkmanager ./android or the lint tool. They're not checked into third_party/android_tools repo and may cause the build to fail for developers locally when they contain outdated information.

They don't break build bots because build bots clean them.

Proposal is to include them in the repo, so that future updates of SDK would not cause problems for developers. However, if the files already exist locally, patching CL would fail. But as soon as the developers build Clank, or run ./sdkmanager or ./android, the files in question are generated.
