bluetooth: Android: 2 gatt discovery attempts when receiving 2 gatt connection events

In BluetoothTest.BluetoothGattConnection_ConnectWithMultipleOSConnections

After:
  SimulateGattConnection(device);
  SimulateGattConnection(device);

gatt_discovery_attempts_ is set to 2 with Android. The value should be 1.

And observer.device_changed_count() returns 2 with Android and should return 1. (same test)
