Acer Chromebase 24 - on screen keyboard not coming up

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36

Steps to reproduce the problem:
1. Launch public session
2. Launch Chrome
3. select address bar or other text box

What is the expected behavior?
on screen keyboard should automatically appear

What went wrong?
No on screen keyboard comes up.

Did this work before? Yes 56.0.2924.121

Chrome version: 57.0.2987.146   Channel: beta
OS Version: 57.0.2987.146 
Flash Version: 

Also an issue in 58.0.3029.68 beta.
