Setting to disable website "Enable Notification" Requests

Issue description

When surfing, it seems like there are a LOT of websites that request permission to generate notifications.

These requests for permissions are detracting from the surfing experience overall, and I'd like some way to turn them off.

In general, I don't ever want notifications from a web site, so simply turning them off browser wide, and also turning off the notification permission requests seems like the best answer.

I *cannot* believe that the option to block all notifications has been removed from the new version of Chrome. 

Notifications are just as annoying - if not more - as popups.

I believe the setting is still there? Go to chrome://settings/content/notifications and flip the toggle to "Blocked". Does that work for you?

+cc benwells as FYI as we have been thinking about the problem of spammy notification requests in general.
