Steps to reproduce the problem:
1. Add several tabs from different sites and with different icons/favicons to the Shelf (I've been using Open as Window exclusively). Verify correct icon is shown before finalizing Add.
2. Pick up another Chromebook (maybe different display resolution) and sign in
3. One or multiple icons show with generic icon with first letter of app name rather than saved application icon. Different icons are correctly displayed across different machines.

What is the expected behavior?
All pinned app icons display correctly and consistently across any chromebook picked up.

What went wrong?
Different machines have an inconsistent icon display

Similar to 693092, but not having the issue with fully invisible icons. Icons here are going to the generic first letter of the app name.
