Convertible: can not boot with lid closed into docked mode

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 9334.58.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.89 Safari/537.36 Platform: 9334.58.0 (Official Build) beta-channel chell Steps to reproduce the problem: 1. Connect Chromebook to external display. 2. Close lid. 3. Update Chrome or manually reboot 4. Display will not detect until you open lid What is the expected behavior? Chrome should detect displays at boot or sign-in screen What went wrong? Chromebooks are rebooted often enough that using them in docked mode requires the additional step of opening the lid to re-detect displays. If the Chromebook is stored out of site, this is inconvenient at each boot - every couple days. Did this work before? No Chrome version: 58.0.3029.89 Channel: beta OS Version: 9334.58.0 Flash Version: Shockwave Flash 25.0 r0

It looks like this bug has no relation to graphics subsystem. Actually, this is what happens after rebooting with closed lid: 256 | 2017-09-28 15:37:25 | Kernel Event | Clean Shutdown 257 | 2017-09-28 15:37:27 | System boot | 236 258 | 2017-09-28 15:37:27 | System Reset 259 | 2017-09-28 15:37:27 | Chrome OS Developer Mode 260 | 2017-09-28 15:37:28 | ACPI Enter | S5 261 | 2017-09-28 15:37:45 | System boot | 237 262 | 2017-09-28 15:37:45 | SUS Power Fail So, it doesn't even start after rebooting.

Believe this is WAI as once machine shuts down user is logged out and with lid closed system will not transition from S5 -> S0 despite user pushing an external facing power button. Note, it does work w/ device in 'tablet' mode. Re-phrasing and moving to 'feature' for now.
