Steps to reproduce the problem:
(1)Launch Chrome and navigate to Chrome://md-settings>>Advanced>>Manage Certificates
(2)Click on Authorities, using the tab key go to the last import certificate visible on the screen without scrolling the bar
(3)Now press enter key to view 3 dot certificates

What is the expected behavior?
The scroll bar should scroll down to display the 3 dot certificates

What went wrong?
3 dot certificates are displayed on the same screen, to view the certificates user has to manually scroll the bar

This is Non regression issue seen from introduction of authorities tab in manage certificate
