Regression: [Sync Settings] Passphrase field is seen focused unnecessarily while clicking on toggle buttons.

Chrome: 59.0.3071.36 (Official Build) (cohort: win_58_96)0a97305f0587704e901b20cc4060c997d6c4eaff-refs/branch-heads/3071@{#365}(32/64-bit)
OS: Windows(7,8,8.1,10), Linux(14.04 LTS),Mac(10.11.6,10.12.1)

What steps will reproduce the problem?
(1) Launch chrome, sign into chrome with valid credentials.  
(2) Navigate to chrome://settings/syncSetup page, click on toggle button and observe Passphrase field. 

Actual: Passphrase field is seen focused unnecessarily  while clicking on toggle buttons.

Expected: Passphrase field should seen focused while clicking on toggle button.

This is a regression issue, broken in 'M-59', will soon update the other info:

Good Build: 59.0.3043.0
