Non-Regression:Chopped content is seen in Join Wi-Fi Network dialog box of Md-settings page.

Chrome Version:59.0.3071.35/9460.23.0 dev-channel Daisy,Candy,Minnie
OS:Chrome

What steps will reproduce the problem?
(1)Sign into User ->Go to chrome://md-settings ->Network
(2)Click on Add connection -> Add Wi-Fi ->(Opens Join Wi-Fi Network dialog box)click on Advanced
(3)Near EAP method drop down,select EAP-TLS from menu and Observe(kindly refer video)

Excepted:Text should be seen clear.
Actual:Instead,Red color chopped text is seen.

This is a Non-Regression issue seen from M-57

This is why I didn't want to change this dialog any :) (although it's possible the bug predates Harmony changes).

The chopped text is an error message. This is not critical, but it's still probably worth fixing.

It should not be caused by Harmony change if it was seen in M57. The Harmony change was landed in M58 and was behind the flag --secondary-ui-md. 

I'll see if I can fix this.
